Nice photo.

Although yellow over blue is the flag colour combination of Northern Territory, Australia, I don't think this one is as they have been using yellow flags with code.

The next guess will be white over blue from Taiwan, but they have been using flags with code as well and put flags on left leg.

My wild guess is this is an old bird banded in Bohai Bay China (blue over yellow), with flags put the wrong way round.

Shame that it is not possible to confirm the origin of this bird.

I have posted the link of this post to wider ringers group on this flyway, see what they think!

Comment from ringers saying that this might be an old bird from Shanghai Chongming Dongtan Nature Reserve in early 2000s, i.e. white over black flags, in which the white flag is now heavily stained yellow, and the black flag badly faded.

I agree with them that this is the most reasonable possibility.
