I am not very familiar with Tiger Shrike, but just suggest it can't rule out juvenile Brown Shrike from this photo.
Juvenile Tiger Shrike is less prominent in eye stripe.  
Bill shape is another feature to look at, but difficult for this bird. Poor bird.

I would expect Tiger Shrike to have more of white eyering and more brownish eyestripe.

Juvenile Brown Shrike I think.

Tiger Shrike has a different facial pattern, as mentioned above. Also more obvious barring on the back, wing coverts and rump. See here
