It's probably from Kyushu, Japan.

I think the combination may be Blue over Yellow (the yellow slightly discoloured). According to the link posted by Stonechat, this would be from Bohai Bay, China; the angled flag apparently indicates this was flagged at Cangzhou. I understand that Bohai is a major stop-over site for this species.

ajohn, you are right as the flag of Kyushu is on the left leg. According the photo, flags are on the right.
