I have heard that some raptors in Kowloon and HK Island tied with chains and jesses are occassionally recovered, indicating that there are some guys practising falconry in HK (possibly illegal if there is no such permit issued by AFCD).
It is better to check with AFCD and see whether any special licenses are issued.
