It seems to be the Eurasian Sparrowhawk which has been seen several times in LV from Oct 2011.

Six fingers can be seen.  That help to narrow down the choices.

If I post one more poor photo to show the wing shape of the raptor, can it help to confirm the raptor's ID or not? Thanks again!
