Is there any special about this wagtail. It haw all the features of a White Wagtail but with yellowish face and throat down near to the breast.

A faint yellow tinge like this is fairly common on White Wagtails, especially juveniles or birds in fresh winter plumage (as this one). It fades gradually over time.
