燕鷗不識字，
也不懂甚麼禁區不禁區，
只會憑本能選擇可用的巢位，
如果有人來釣魚，牠們便要讓出位置或甚至小寶寶了。

Birds don't know how to read, nor understand what is a fence.
They just pick the best available nesting place from instinct.
If someone comes  here to fish, they will have to surrender the place and probably their families.

上面第二張照片是2006年7月1日燕鷗調查時拍的，
當時有很多人在燕鷗島岸邊釣魚，
其中一位朋友走入鐵鍊之內休息和抽煙，
不時有褐翅燕鷗向他攻擊，但他還是不明白。
在場看守的漁護署人員上前勸他不要進入禁區，
他才稍為移動一下，但是對燕鷗來說仍然有威脅。
The second photo above was taken during a tern survey on 1/7/06,
when the shore of the island was crawling with fishermen.
One of the men went into the fence to smoke and rest.
Although some Bridled Terns kept flying at him, he was not aware of the problem.
He only budged a little when the AFCD staff advised him to keep away.

其實那人身後的岩罅是褐翅燕鷗的理想巢位，
當人走進去之前曾有褐翅燕鷗在內（見下圖），
可能已經有蛋，因此向那人攻擊。
The cracks behind the man was in fact an ideal nesting site for Bridled Terns (see photo below).
Before he went into it two Bridled Terns were staying there.
The terns appeared to be trying to drive him out to protect their eggs.

首帖第一張照片攝於2008年7月6 日，展示的正是同一地方。
黑枕燕鷗伏在地上不走，很可能正在利用鐵鍊外的地方營巢。
近來常下大雨，到當地釣魚的人相信因此減少，
可能燕鷗發覺沒有人干擾，因此放心做巢，
但是如果天氣轉好，上島釣魚的人便會徹底破壞牠們的繁殖。
The first photos in the first post shows exactly the same spot.
The Black-napeds kept staying on the ground probably to brood.
I suspect fishermen were kept off the island by the recent spell of rainy weather.
This gave the Black-naped a false impression that the place was safe for nesting.
If fishmen return when the weather improves their breeding attempt will be totally spoilt.

I think law enforcement and public pressure may help to change attitude and behaviour of people who may not care as much as HKBWS.

1. In order to make sure law is enforced when needed, government need to be involved. And as a matter of fact, government usually take action when there is complaints. (bcos of lack of resources!)

2. In order to influence the public, the media need to be involved.

I will urge the society to take action focusing the government and the public.

1. Release the research data to support the need of conversation of terns. Number will help for sure.

2. Make formal complaints to government so this issue appears on their agenda of conversation.

3. Contact media to have some coverage in order to keep up public awareness and concern.

This is only my thought and I hope the society will take action immediately. It will take time as thing will not change overnight so better to start early.

Yes, we will ask AFCD to close any Tern island during the breeding season.  I think we also need mass media to help to educate the public.

今天只剩下約二十隻，包括四隻褐翅，
上星期日原有 60 隻，
點解？唔使問喇！

Only about 20 terns were left today, including 4 Bridleds.
There were 60 last Sunday.
Need any explanation?

今日再去燕鷗島，
島上只剩下寥寥 4 隻黑枕和粉紅燕鷗，
另外約有 5 隻四處飛但不肯降落的。
6 日前見到 3 隻還未懂識飛的雛鳥已經不見了，相信已遭不測，
而20 隻褐翅燕鷗亦已走清光！

季初島上曾有 120 隻燕鷗，
本來大有前途，
但是不斷有人登島活動，
到上星期日干擾最大，
而事後燕鷗數目插水式下降，
到今日已差不多可以斷定繁殖全盤失敗！

今年夏天常下大雨，
之前又有颱風，
又見過遊隼襲擊，
不過燕鷗都一一捱過去，
誰料卻被一小撮人徹底破壞！

燕鷗和人類不同，
不是說要生育就馬上辨到，
今年失敗了，又要等到明年夏季才有機會重試。

寄望明年能夠加強宣傳教育，
同時在五至八月將各重要燕鷗島封閉。

Only 4 Black-naped and Roseate Terns were left on the island today,
plus another 5 that kept flying aroung but refused to land.
The 3 unfledged chicks seen just 6 days ago were gone, probably forever.
All 20 Bridled have disappeared.

The colony looked very promising at the beginning of the season, with up to 120 terns at the site.
However, the birds were continuously disturbed by people landing on the island.
The worst happened last Sunday, after which the number of terns dropped steadily.
It is pretty clear that the breeding attempt there has completely failed.

Terns at the island have endured the heavy rain, a typhoon and attack from a Peregrin Falcon.
However their efforts were foiled by just a few people.

Terns are different from man, they can't breed anytime they want to.
Having failed in this season, they have to wait a whole year to start again.

I hope we could strengthen the publicity and education next year,
and close all major tern island between May and August.

Playing devil's advocate here: Have the terns actually failed this year, or are they leaving the island because they have finished breeding?
There are photos elsewhere showing juvenile black-naped terns showing that at least some were successful.

Of course, disturbance of the breeding terns is wrong and should be discouraged. The photos of people handling the eggs are particularly shocking, and there should be more enforcement to stop this.

No, the terns on this island have definitely been disturbed during breeding and it must have been the incident photographed by Alan Chan and his group.

I have been independently monitoring the terns on this island on a weekly basis, and can confirm that the numbers fell from over 60 to very few immediately after the weekend of 12/13 July. Also the terns can now only be seen resting on open bare rock whereas previously they could be seen in pairs all around the island in crevices etc. I reported the sudden fall in numbers to Alan last Tuesday. He told me what he had seen the previous weekend, I didn't know about the disturbance until then.

Last year, the terns raised many young on this island and were still there in mid August. There are now no young birds or signs of nesting to be seen, and only a few adult birds around.

Update on 22nd July. No terns to be seen on the island today. One Black-naped and one Roseate flying in the area. We have lost at least 30 mixed pairs of Bridled, Black-naped and Roseate Terns.

We found 2 Black-naped and 1 Roseate chicks on 13/7, the day of the disturbance.  The oldest one was a Black-naped whose parent appeared to be encouraging it to take the first flight.  No chick was seen last Saturday, just 1 week later.  Chicks of all three tern species, Bridled, Black-naped and Roseate were found at the site last year.

Puppymic's photo of a young Black-naped tern (http://www.hkbws.org.hk/BBS/view ... 5496&highlight=) was taken yesterday at a bouy at Hoi Ha.  It came from a different colony, most probably in Mirs Bay.

加強保護繁殖燕鷗　在繁殖季節封閉重要燕鷗島

釣友干擾燕鷗　徹底破壞燕鷗繁殖

2008 年 7 月13日星期日，6名香港自然生態論壇和香港觀鳥會成員相約到燕鷗島 A 拍攝繁殖燕鷗，同時做燕鷗調查，卻見到有人多次在島上干擾燕鷗，將鳥嚇得到處亂飛，更撿拾把玩鳥蛋，明顯觸犯了香港法例第 170 章《 野生動物保護條例》，詳情見附件1。

事發地點燕鷗島 A 是本港去年第二大燕鷗繁殖地，高峰時總數有 150隻，褐翅、黑枕和粉紅燕鷗三種都能成功繁殖。今年季初小島亦曾有120隻的紀錄，可是事發當日只剩下半數 60隻。面向南方的斜坡容易被人登臨，今年季初曾有不下10個巢位，但當日已完全沒有燕鷗停駐，明顯已被棄置。

我們今年曾多次到燕鷗島 A 拍攝和做調查，5月17日、5月25日、6月9日以及7月13日都發現有釣友登島，對燕鷗造成極大干擾。6月9 日一次同時有十多人在島上活動，7月13日更有人在眾目睽睽之下拾起鳥蛋把玩，不難想像四野無人的時候會發生甚麼事！當地燕鷗數目大幅減少，除了因為最近天氣欠佳之外，人為干擾無疑是重要原因。7月13日干擾事件之後，有版友分別在7月15、16、17及18日再去觀察，燕鷗數目已銳減至9隻，之前的人為干擾明顯是元兇。

這件事反映了本港目前的保育工作嚴重不足，未能有效保護在本港水域繁殖的燕鷗，我們再次要求政府在繁殖季節將燕鷗島劃為保護區，禁止市民登島活動。


目前的燕鷗保育措施嚴重不足

香港觀鳥會一直關注繁殖燕鷗受到遊人干擾，曾多次要求漁護署在繁殖季節封閉燕鷗島，禁止任何人士進入，可惜建議未被當局接納。2003年漁護署在本港最大的燕鷗島 B 劃出核心區，並在假日派人在島上駐守，勸喻釣友不要進入。儘管如此，當地仍不時有人闖入核心區，令燕鷗受到干擾。

其實在島上劃出核心地區並非妥善的解決辦法：繁殖燕鷗並不單只會使用核心區，繁殖季節初期，燕鷗島的沿岸地區是燕鷗休息和求偶的場地。如果沒有人干擾，遲來的燕鷗會在核心區邊沿營巢。繁殖季節末期，剛離巢的幼鳥更會停留在水邊石上，等候親鳥回來餵食，而其他成鳥亦會在此聚集，看守幼鳥和休息。如果只在島上劃出核心區，卻繼續容許人登島，容易令人產生誤會，以為不進入核心區之外便完全沒有干擾，殊不知自己已經霸佔了燕鷗的正常活動場地。

還有，由於不容易對干擾訂出簡單清徹的標準，執法者往往力不從心，對不願合作的人無可奈何。

相比之下，封閉小島才可以讓燕鷗自然活動，可以給公眾一個清楚無誤的信息和標準，而執法人員亦只需在遠處觀望便可以進行監察，不用長期停駐在島上，省卻不少資源。

最後，在地勢平緩的小島如燕鷗島 A 和燕鷗島 C，燕鷗巢位到處到有，根本無從區分核心和非核心區，只要偶然有一兩人登島，不論出於無知或惡意，已足以造成干擾（見附件一圖2）。如果遊人在島上亂闖，更會給燕鷗帶來災難性的破壞，7月13日在燕鷗島 A 發生的事正好是一個活生生的例子。

附件2 列出了一些燕鷗受人干擾的事例，證明目前的保育措施嚴重不足，而一般市民大多對燕鷗完全沒有認識，單在島上樹立警告牌未必可以杜絕干擾。


應在繁殖季節封閉重要燕鷗島

我們促請政府加強保育燕鷗，除了教育大眾不要干擾之外，更重要是在燕鷗繁殖季節封閉有相當規模的燕鷗島，禁止任何人進入。根據過去調查紀錄，我們建議以50隻為下限，按此封閉燕鷗島 A、B、C 和 D。同時，漁護署亦應和警方合作，加強巡邏這些小島，防止有人擅自登臨造成干擾。

在燕鷗繁殖節前，漁護署會提醒本地旅行社不要干擾燕鷗，但是這個信息似乎未能有效傳給喜歡登島磯釣的朋友，而這群人對燕鷗的威脅最大，希望當局能夠對症下藥，加強這方面的宣傳和教育。

另外，去年曾有拍友見到釣友登島後報警，可是當日警方認為燕鷗不受保護而拒絕受理，希望相關政府部門能夠改善溝通，加強警方對保育條例的認識，以便更有效地執法。

香港觀鳥會和香港自然生態論壇都非常樂意和政府合作，為保護繁殖燕鷗出一分力，我們期望當局能夠儘快落實封島安排，防止再有類似 7月13日的干擾事情發生，讓燕鷗從此可以在本港安全地繁殖。

很冠冕堂皇而又很門面及格式化的回覆!
門面的程度,所說的行動(例如:派傳單宣傳),
基本上對燕鷗稍有認識的市民都可以做到,而且勝任有餘!
紅耳鵯的義工過去幾年來不是已在馬料水及塔門碼頭做過相同的工作嗎?

對於封島的要求則避而不答! 視而不見!
而市民沒能力代辦的執法工作又似乎執行得不夠嚴厲,
至少我們的鳥友一而再,再而三見到在幾個主要的燕鷗島上有燕鷗被騷擾!
而為何執法人員巡視時看不見有干擾情況呢？
這跟我若見到警察在附近時也不會亂過馬路的道理相同！
究竟執法部門有幾重視燕鷗或其他動物的保育工作?
是不是在某些島上建幾個人工燕巢箱就可以真正幫到燕鷗呢？
他們究竟要迴避問題到何時呢？

點解為綠海龜生蛋,每年封深灣4個月就得?
為燕鷗封幾個島幾個月就唔得?
唔通因為只得幾隻海龜返黎生蛋(近幾年仲無海龜返)就值得保護?
年年有幾百隻返黎, 但只係見到幾十隻幼鳥出到世可以跟父母飛走既燕鷗就唔值得保護?
唔通要等到年年只得幾隻燕鷗返去同一個島度繁殖, 咁可以方便職員做野先可以封島?
但那時一切會否已經做得太遲了?

好多市民都未見過燕鷗追船, 見到既都會睇得好開心,
而且很驚訝數量之多(雖然只係十幾二十隻)及
可以這麼近距離觀察牠們飛行及捉魚!
執法部門又有沒有考慮過這些市民的利益,及天然資源的共享呢?
燕鷗如果當年繁殖失敗,沒有幼鳥出世的話,
牠們那年便不會追船,而且更會提早離開香港水域!
上次可以係塔門睇燕鷗追船已經係2004年既事!
下次又會係幾時呢? 又係4年後, 還是再沒有機會?

AFCD這封回覆真的令我很失望!
雖然也是我意料之內! 毫不令我感到意外!



希望在我有生之年,還有機會見到牠們快樂地追船!

今年在各大網站又開始見到不少登島拍燕鷗的照片，真有點兒擔心。我看包船去拍甚至乎登島的熱潮會繼續升溫，我相信好些初作鳥攝的拍友仍未意識到這會影响燕鷗在島上的生態﹗希望大家盡點力廣傳出去，而且能嚴守紀律不登島﹗繼續支持不登島的操守﹗可以在發表的照片上貼上"不登島"的字樣以示支持﹗

昨天天氣欠佳，天色晦暗，
間中還下著細雨，
但是早上最少已經有四組拍友出動拍燕鷗，
可見吸引力之大！
可幸昨天沒有見到人登島，
希望各位合作，拍照還拍照，
不要破壞牠們每年只有一次的繁殖機會。
