燕鷗繁殖受創鳥蛋被踩爛 Tern eggs trampled on by tourists

1997年講到依家,要求根據Ch 170 <野生動物保護條例 - 13. 進入限制地區>,規定夏天繁殖不能登島。現行例子有深灣同米埔。唔明點解政府唔諗!

做了10數年的燕鷗調查,是否有是夠數據,去支持立法規定夏天繁殖不能登島?

如果係冇,HKBWS是否可申請做一項遊人對燕鷗繁殖研究 (例如圍封部份燕鷗島,看看<圍封> 與 <不圍封>的繁殖成功率)?

鳥會立場如何? 繼續自願不登島? 還是立法規定夏天繁殖不能登島?

另外,漁護署出咗<保護和觀賞燕鷗守則>咁多年,成效如何? 能否有效保護燕鷗,尤其是繁殖成功率? 如成功,如何解釋今次鳥蛋破壞事件?

又想問政府,如果今次係有人去大埔鷺林遊覽,破巢嚇鳥,政府又是否視不理?

退一步,政府是否可考慮在燕鷗島加裝web-cam,看看遊人登島情況?

若政府有數據支持遊人登島不影響繁殖,尤其是繁殖成功率,所以政策不變。麻煩政府提供這類數據,以作參考

請原諒廢中囉囉梳梳。我只是每年都看到這類報告,年復一年,毫無吋進。覺得疲倦乏力。見諒。希望持份者能定出計劃及路線圖,去切實保護繁殖燕鷗。

No landing by law has been raised since 1997. Ch 170 Wild Animals Protection Ordinance – section 13 could allow AFCD to designate a restricted area. Current examples are Mai Po NR and Sham Wan on Lamma. This kind of serious disturbance on tern islands repeats every yr. I do not understand why no action has been undertaken.

Could the tern monitoring since the early 2000s provide sufficient data to support such designation of Restricted Area?

If not, could HKBWS apply funding to study the impact of visitors on the breeding success of terns? For instance fencing off some area, and then make a comparative study on the breeding success.   

What about the stance of HKBWS? Keep the “No landing, as you wish”, or “No landing by law”.

Also, how’s the effectiveness of the code of protecting and watching terns? Is there any review? Can this code effectively protecting nesting terns? If it is success, then how to explain this egg destruction case?

Another thought is, if this happens at the Tai Po egret nesting colony (ie nest destruction and scare away birds by visitors), will no action be undertaken?

As an interim action, could a web-cam be set up on tern islands, so the impact of visitors can be fully viewed?

If Government has good data and basis to maintain its stance and consider no action, grateful if this can be opened to the public for reference.

Sorry for being so nagging. Just feel fatigue as this issue happens every yr and no improvement is seen. I would be most grateful if the stakeholders can sit down together, work out a plan that can effectively settle down this problem.
