It's a Celebes (Sulawesi) Magpie. They can be seen in the aviary at Hong Kong Park. Mike Turnbull, Julian Chan, Sian Wei Wong, Jameson Ashworth and Angus Luk, Island School.

This is also known as White-necked Myna in "Birds of Wallacea"; - Streptocitta albicollis is the latin name. It is fairly common in the Nature Reserves at Tangkoko and Dumoga Bone ( in Northern Sulawesi ). However, that race has an all-black bill. This specimen will be from southern Sulawesi ; the bill has a yellow tip.

Thanks to you all. I don't know where and when that guy took the photo. But I can also remember that I have seen this in aviary at Hong Kong Park. Anyway, it is interesting to study more about it.
