For since the creation of the world God's invisible qualities--his eternal power and divine nature--have been clearly seen, being understood from what has been made, so that men are without excuse.

Yep, Hong Kong park is a good spot for Black Cap Night Heron. So is Kowloon Park. Try to get there early in the morning and dusk. In fact, local urban parks have a lot of common birds including but not limiting to: Crested Bulubl, common tailorbird, koel, chinese bulbul, black collar starling, japanese white-eye. sparrow, blue mapie, mapie robin, rock pigeon, spotted doves, etc. Of course, if you are lucky, you can see some real rare birds there like black cap kingfisther. BTW, I suggest you join HKBWS for tours. There are a lot of experienced birds (not me!) there who could open your eyes. If you could not afford a spotting scope, you may wish to get a digitial camera (Nikon Coolpix 4000 series is the most common) and lend other's scope when available. Enjoy birding and photography. Griffin.
