I though it may be an immature / female crested bunting at first due to its huge size but the beak is a bit over-size and the body colour is not matched with the illustration in Birds of HK So, it may be a female / immature Baya Weaver. The only worry is the long nail, which is not a feature of this bird.

They were found on Border Fence Road. Thanks to Mr. X's reply. I agree that this bird seems to be a female Baya Weaver except it has a short crest.
