Nice shot!! It must be a Harrier to me. How about a Eastern Marsh Harrier as a guess?

Female / Immature Harrier can be sometimes difficult to separate. Mature female Hen or Pied Harrier should have a paler underbody and white rump. Abscence of these characteristics make me think that it is a Eastern Marsh Harrier. By the way, could anyone tell us how to distinguish Eastern and Western Marsh Harrier? Look also at the beautiful facial disk on the second picture. Really owl-like!
