I think it should be a Eurasian Spoonbill. It doesn't have any extensive black facial skin.

As the pic. shown, the lore of the bird have a yellow spot which make it look like a Eurasian Spoonbill.

Really a good exercise for our eyes! Firstly, Black-faced Spoonbill also has yellow spot on its lores, you can't rule out BFS by just this yellow spot. Also, if the photo can't show the color of the lores clearly, though I see it black, you can see the "chin" area just below the eye is black. In Eurasian Spoonbill the blackish area won't extend to the chin. So, I still think it's a Black-faced Spoonbill. Gary

I agree with Gary. Also, I think the bill is too short in proportion for an Eurasian Spoonbill.
