Your raptor photo should be adult pale morph Changable Hawk Eagle (Spizaetus cirrhatus), the resident raptor in Singapore. Thanks for your sharing.

didn't know the changeable hawk eagle is a resident in SIN.
spotted a pale and dark morph b4 but both have nice feathers.
this one was found far away from the 2 locations and its feathers looks tattered. Poor thing.
