I think this is a female tufted duck. Picture 3 in particular shows a typical head shape, bill shape and coloration for this species. Also the eye is yellow and there is a fairly long white wingbar, which is typical for tufted duck. I agree with Mike that picture 1 appears to show a more Baer's-like head/bill profile (ie long, slopiong forehead) but if you look closely this appears to be due to a grass stem behind the bird - the bill is actually rather small and delicate. The yellow eye (Baer's and ferruginous have white in male, dark in female) and dark undertail coverts should rule out Baer's and ferruginous.
