The race in Xinjiang is supposed to be linneatus i.e. the same as in HK; govinda is a south Asian taxon and is only known in China from Yunnan. However, having seen lots of Black Kites in Xinjaing I do not believe they are the same as HK birds; juveniles are much paler and more heavily marked than HK juveniles, and I think there are slight differences in structure with XJ birds having slightly more slender- and more pointed-wings.
