This is certainly a Grey Plover, moulting from breeding plumage into winter plumage (hence the speckled black, remaining from the breeding plumage) Note that the upperparts are grey, head is fairly unmarked, 'armpits' are black (a very useful feature for grey plover) and legs are grey
