They played a game of cat & mouse with the Marine Police.  When a Marine Police speedboat was present, the Chinese fishing boats stayed on the Shenzhen side of the bay, when the speedboat left, they moved in together and laid out long lines of tubular nets, and then when the Marine Police returned, they moved back into Shenzhen waters.
