The river underneath TBT bridge, restricted?

May I know if the river under the steel bridge at TBT a restricted area? Yesterday, I saw a man on a boat with a fish net on the boat was "hiding" under the bridge. There were also lots of footprints on the river bank. As far as I know, the otherside of the river (near Tin Shui wai) is part of Wetland Park. Is fishing allowed in the river?

Tsim Bei Tsui 尖鼻咀 21/2/2004 CP5000 These were taken on the week after me_domchan reported about the footprints on the river bed. Does the government need to do something to prevent this?
