Disturbance by fishermen in Inner Deep Bay Ramsar

While taking part in the monthly waterbird count yesterday morning (Sun 21st March) from the Tsim Bei Tsui jetty which gives best views over sections C, D and E, I was concerned by how few waterbirds were present. My count totalled only about 380 birds of 8 species. Most were ardeids. Four Teal were the only duck, there were no Avocets or gulls. This compares with previous years in March when I recall there were still thousands of ducks & gulls present. In Section D, which in past years typically held large flocks of duck and roosting egrets, there were just 11 waterbirds, all ardeids. But there were also long lines of stake nets, three small fishing boats and at least 9 fishermen standing in the water fairly close to the shore. A marine police boat arrived and tied up against the jetty. Here is the gist of a conversation I had. Me: "Excuse me. Is this Hong Kong or China?" Marine policeman: "Hong Kong". Me: "Do those guys in the water in Hong Kong have HK ID cards?" Marine policeman: "Yes, of course". Me in disbelief: "And the boats? They have Chinese characters on the sides." Marine policeman: "Yes, they're from Hong Kong." So, either the information given by the marine policeman was incorrect, or these fishermen do indeed have HK ID cards and their boats are indeed licensed to be in HK waters. If the latter is the case, are permits needed to engage in fishing activities in the Inner Deep Bay Ramsar site and/or to bring in a boat ? If so, how many permits have been issued, and to what kind of people? Perhaps AFCD staff could enlighten us. It's obvious these fishermen are posing a serious problem, by disturbing the wintering flocks which are now rarely seen close to the boardwalk and have departed early. Richard

On March 20, while I was standing near the parking area on Tsim Bei Tsui, I also saw someone walked through the mangrove to the shore. Then he walked to the posts and set up certain kind of net on the sea. I believe that the area he stood on is within Ramsar area, but I just won't know what to do to this. I could only just photographed that man, and the fishing boat(s) on the Deep bay.

If you publish your photos of the "illegal" activities on these web pages I am sure that a government department will take action. I believe that this BBS is monitored by most of the HK newspapers

I too was surprised and sadened to see so few waterbirds at the boardwalk hides the past few days. Not a single Avocet or gull was in sight today! This is a bad sign indicating something is wrong ... KK Hui ARPS www.geocities.com/kkhui_001

I really don't understand the situation It appears to me that the fishing is just a very low profit and piecemeal operation. The gang of fishermen are not organized and just consist of several individuals? Bu selling those fish alone, I think their income is less than RMB1000 per month. Why not arrest them and send them to prison or sentence them for heavy fines? I think this would sufficiently deter them to operate again? It appears to me that currently, if they were arrested, they were released to Shenzhen side immediately without punishment. But illegal fishing in HK territory is different from illegal immigrants. They are operating business instead of merely just crossing the border.
