The two sign posts at the entry point clearly defined this restriction.   It was "recently" restricted again because there were too many traffics and there were accidents. They allow only walking along that road, unless there is permit.   However, the gate is not repaired. So, beware of the trap. Drivers will be punished for HK$450.   BTW, as the other end is blocked as well, it would be very exhausting to walk to and fro for that road.
