I'm afraid it's not a Richard's Pipit as you can see the breast is heavily streaked. I think it is a Red-throated Pipit.

I think it is a Richard's Pipit because: 1. You can't see the breast from this angle as the bird is turning back its head 2. The long hind claw

From its back and wing pattern and its streaked flank, looks like a Red-throated Pipit.

This is a Red-Throuted Pipit non-breeding form, you can see the side of the birds have some black markings, and the size of its tailed is not as long as Richard's Pipit.
