Don't worry. The Town Planning Board has approved the housing development at Fung Lok Wai fishponds long time ago. However, the developer agreed that they will only develop 10% of the area and conserve the rest for the wildlife. So, "the many ponds are being dried up" are probably associated with traditional pond management, which usually drained down for harvesting, cleaning up the pond by removing unwanted fish, and sun sterilization. Also, the ploughing could enable some chemical reactions to be happened so that the water chemistry of the pond can beneficial to farm fish. This practice is always done in winter, that is the time when many winter visitors come to HK. A researcher in HK has carried out a study to show that the drained fish pond are very important to egrets. I have not been this area for a while so don't know what is actually happening there. However, if they want to trash the wetland, the destruction should be done long time ago (at least before the planning application). Captain
