As someone else pointed out to me - and on more careful inspection it is certainly true - this is a Black-faced Bunting. The face, supercilium and central crown-stripe are not chestnut, there's no eye-ring, and there is no rear border to the ear coverts area. Flank streaking appears to be too indistinct too.
