Good question, pan. Unfortunately I have to leave this to other experts out there. I guess the characteristics pointing to a Hen Harrier is the tail stripes? Below are two more images of the same bird at a different angle which may help for the ID: Here is an image taken last year of another EMH (or believed to be EMH ). Note that there are also very faint tail stripes.
