This looks like a herring gull to me, the reason:
1. The tip of the bill of a Black-Tailed Gull is all black and red.
2. Leg of the Black-Tailed Gull are yellow rather then light red.
In this photo this gull shows a pair very light red leg, and a very pail bill with just a spot of red.
