I wonder if there is any purpose for covering the banks of the ponds? ::)

The mudskipper collector is there regularly. How come the police cannot deal with them? Is it because of the law enforcement restriction in the zone? ???

I thought the AFCD staff deliberately scared the birds for the TV cameramen. ;D
