Sorry for the poor photo quality.  It was far and was photographed at 18:37 pm this evening (06 Jul 2006) at Magazine Gap.
 
This bird was roosted alone amongst the Black Kites.  I guess it was a Yellow-crested Cookatoo but it's feather looked much grayish.

Could it be a newly fledged juvenile of Black Kite? I guess the white colour in the photo is the belly and face.

I put a squat Kite juvenile perched low that's photographed at the same place in the photo for your comparison.  Number 2 & 3 were Black Kites.

 
Another poor quality photo of the unidentified bird.  

 
This bird looked only half or 2/3 size of a Black Kite and was in light colour.   It perched still and silent, just had a little head motion.  No Kite attacked or interacted with this bird.  
 
I had discussed this unidentified bird on site with another five birders, we guessed this maybe a Yellow-crested Cockatoo or a raptor which the former was noisy, energetic and not possibly night roost alone amongst the Kites and the later would be attacked and driven away by the Kites... Therefore, no answer at all.

Yellow Crested Cockatoo has an all-white body which does not match the colour of the unidentified bird. But I do not have further ideas.

I still think this is a juvenile kite. The structure and pattern (smallish head and bill, obvious dark ear coverts, pale crown and mantle, dark wings) is almost identical to the additional picture added - the bird perhaps appears slightly paler but I think this is a factor of the light.
The apparent size difference is related to the exact position of the bird - I think it is perched further back than the other two kites in the picture (back of the tree behind?) so appears slightly smaller.
