I think this is an Amur Falcon female?, but I'm not familiar with the species.

It looked too light for a Hobby but the photos don't show this well taken against a bright sky. The tail was fanned when it was circling - is this typical of the species?

All photos taken at Po Toi today, Friday 13th October.

Shape/proportions and tail action look good for Amur - I think it is much more common for Amur and Red-footed to do that kind of thing in my experience.

What little we can see of underparts looks good, but it is distant and, as you say, we just can't see anything of the essentially diagnostic underwings.
