CALL FOR PROPOSALS
 
GEF PARTNERSHIP WITH DEVELOPMENT MARKETPLACE
 
The Global Environment Facility (GEF) is a financial mechanism for major multilateral environmental conventions and a main source of funding for conserving the global environment. The GEF now joins hands with the Development Marketplace (DM) to finance innovative, small scale projects that address global environmental issues.
 
The GEF-DM Partnership aims to increase its reach to civil society groups, private sector, government agencies and other organizations at the local level by providing a global facility to finance small scale projects that deliver replicable results.
 
This Partnership will finance projects that benefit the global environment by mitigating or adapting to climate change, conserving biodiversity, combating land degradation, protecting international waters and promoting alternatives to Persistent Organic Pollutants (POPs). This will be done under the ongoing 2006 DM's theme on "Innovations in Water, Sanitation, and Energy Services for Poor People." GEF aims to provide US$ 2 million for projects selected in the 2006 competition that meets its criteria.
 
The deadline for submitting proposals for 2006 GEF-DM is 30 November 2005.
 
Should you miss this deadline please look for the next DM announcement in 2006 as the GEF plans to continue its partnership with the DM in 2006-07.

The World Bank's Development Marketplace Program, in collaboration with the Water and Sanitation Program and the Energy Sector Management Assistance Program announced its Call for Proposals for the 2006 Global Development Marketplace (DM2006). With a theme of, "Innovations in Water, Sanitation, and Energy Services for Poor People", the 2006 Marketplace expects to award US$ 4 million for ideas that provide clean water supply, sanitation, and energy services to poor communities in developing countries.
 
Proposals should be submitted by November 30, 2005 on one of the following sub-themes:
 
Service Delivery: Sustainable delivery of water supply, sanitation, and/or energy services to poor households
 
Environment: Renewable energy, clean water technologies, energy efficiency, and/or environmentally sustainable sanitation solutions to poor households and to small enterprises  
 
Health: Protecting health from environmental risk factors (indoor air pollution, contaminated drinking water, unsafe sanitation), including innovative programs for hygiene promotion and behavioral change Natural Resources: Sustainable management of natural resources (land, water, forest) specifically for the provision of water supply, sanitation and energy to the poor
 
GEF FUNDING
 
In addition to the above, the GEF will finance innovative projects that specifically address global environmental issues. Examples of projects include the following:
 
1. Climate change: Mitigating climate change through renewable energy and energy efficiency at the community level as well as innovative application of clean technologies. Renewable energy and energy efficient technologies, such as wind pumps, power for agro-industries, efficient lighting and housing, and solar thermal heating.
 
2. Persistent Organic Pollutants (POPs): Protection of environmental health, such as: promoting access to, and transfer of, clean and environmentally sound alternative technologies, products, and management practice; and demonstrating viable and cost-effective alternatives to POPs products, and to processes and practices that lead to releases of POPs.
 
3. Land Degradation: Sustainable natural resources management, including removing barriers for public-private partnerships and reducing conflicts over land use. Examples include restoration of damaged water catchments, reduction of water withdrawals from groundwater aquifers, improved water use efficiency, and sustainable management of agricultural inputs (pesticides and fertilizers) to improve water conservation and reduce pollution.
 
4. Biodiversity: Conserving biodiversity through improvement of water quality affecting aquatic biodiversity, protection and restoration of important wetlands, and alternative energy sources, such as alternative to firewood.
 
5. International Waters: Wetland restoration to provide habitats and mitigate effects of pollutants before reaching international waters, improvement of water quality in shared waterbodies, and development of innovative technologies to neutralize priority contaminants.

www.developmentmarketplace.org. The website also contains the online proposal form, and step-by-step instructions in Arabic, Chinese, English, French, Portuguese, Russian and Spanish.
 
WHO CAN APPLY?
 
Proposals are welcome from a range of development innovators' civil society groups, social entrepreneurs, private foundations, government agencies, academia, the private sector, as well as staff from the World Bank Group and other international and donor organizations. The project activities funded by GEF are limited to countries eligible for GEF funding. Maximum award size will be US$200,000. Information on GEF is available at: www.thegef.org
 
Short-listed projects will require endorsement by the appropriate GEF National Focal Point prior to final selection by the GEF-DM Partnership. Please pass along this information about DM2006 to your professional peers and networks.
