our Ramsar Site!

It was really disheartening to see our Mai Po Ramsar Site being raped by illegal fisherman ? from mainland today. On 21st April 9:30 to 10:30 nearly 15 fisherman were roaming over the mudflat, collecting mudskippers from prelaid traps made of bamboo. They left before the high tide came, retreating towards the north with their buckets full of mudskippers. All the waders were scared away ending up an excellent hightide towards the birding hides with hardly any creatures wading on it.  
Complaints were made to the AFCD guards at entrance but they seemed very helpless while showing me some of the traps they recovered from the mudflat.  In my opinion, in order to maintain the reputation of our Ramsar site, the HK government needs to do something, not just increasing the number of patrol by the AFCD personnel, but by seeking more assistance from the Police as well as the government officials in ShenZhen as well. This reveals yet another tragedy following the SARS epidemics that results from lack of proper liason and communication between the official bodies between Hong Kong and Guangdong.

Really sad to see your pix.
 
Also sad to hear AFCD did nothing. I believe that the mudskipper traps have been present in the mud for many days.  I have also seen the traps collected by AFCD.  Because they collect the raps once does not mean thier job is done.
 
We have to report every trap and every incidence of illegal fishermen to AFCD, WWF at Mai Po and to keep a record at HKBWS of each incident and of the work AFCD is doing (or not doing) to protect the site.  As the citizens of Hong Kong our government departments are accountable to us!  
 
We can work to support the Government by reporting the incidents, and we have a right to expect that our reports are taken seriously!
 
The best way is to make a written report by email, letter or fax with cc. to HKBWS and WWF.  Its best if photos can be included along with observations of the incident. Eg numbers of fishermen,  traps, metres of net, etc.  
 
It is also just as important to give recognition to swift Government action as to criticise slow action or people ignoring the problem.
 
It would be great for AFCD to publish a monthly table documenting their enforcement actions giving the number of patrols, equipment confiscated, no of days the hovercraft is working etc.  That way we can compare their action against the incidents by mudskipper fishermen and see if more work is needed.
 
Look forward to hearingother views on this subject.

It looks likely that birdwatchers are focusing again on this issue.  
 
As far as I know, the illegal fishermen has been found in Deep Bay for a mininum of 10 yrs. Probably even longer.
 
I have an idealistic recommendation - could we organize an open forum for concerned parties including general public, and relevant govt depts and bureau (e.g. AFCD, Marine Police and Security Bureau, authorities in the mainalnd should also be invited if it is possible) to  
 
(i) overview of the situation
(ii) express our concern,  
(iii) exchange views and opinions.  
(iv) understand the difficulties / opportunities of this issue
(v) seek constructive recommendations for future management
 
This open forum should also be non-confrontational.  
 
It is also hoped that this open forum can draw the attention from the public that it is a really threat to the wildlife paradise in Deep Bay.
