Dumping soil at Conservation Area

The Shuen Wan Marsh was found filled by illegal dumped soil by contractors working on government projects. The areas was designated as "Conservation Area" in 1996.
 
Large volume of soil from at least two government construction sites have been dumped in the marsh near Ting Kok Road. On 21 May 2003, a member of our Society reported that 31 loads of soils were seen dumping by 15 trucks in an hour.
 
Complaint was made on 3 April and 21 May 2003, KFBG has also raised concern on 13 May. It was found that no action was taken in these 7 weeks.  
 
Here is a copy of the letter dated 21 May from the Society member for your reference.

HKBWS and WWF carried out site visit with environmental journalist on 22 May 2003.  
 
Below are the pictures provided by Ms Karen WOO of WWF on the same day.
 
The soil was removed from a government construction site (Architectural Services Department) at the end of Hiu Wan Road, Wan Tau Tong Estate.


 
It was then delivered and dumped along a trail beside the marsh. The picture showed clearly that the road is wider (~5m), higher (~2m) and was extended (~300m, from field observation) toward the hillside. Representative of the Central Enforcement & Prosecution Section of the Planning Department visited the site at the same time and erected signs to warn against dumping. A senior town planner was interviewed by the press (see the group of people).
