To allow our non-Chinese speaking members understand what the Chief Executive had said in the radio regarding his bird watching experience, we have translated it into English as below.

Thank you so much our member Miss Eling LEE for doing the translation.

Forrest

The pouring in of the terror of bird flu hit the headlines in the media which reminded me of taking the highest precautions against such virus so that the safety of citizen is secured.  The widespread of bird flu had caused the closure of Mai Po in the past two months until 13th April 2006.  In addition to the closure of Mai Po, the morning bird watching activities held in the parks had to be cancelled.  It seems that everybody was living under the threat and horror of birds and poultries and this caused me to rethink about the relationship between human and the nature.  Human has caused much destruction to the natural environment in the way to civilization and it could probably be the time for the nature to revenge.

Feeding our appetites is not the sole reason for the existence of poultry, we should have a more harmonious relationship with the nature.  Everyone should have known that I love raising koi carp but apart from that, I also love bird watching.  I love appreciate the beauty of nature.

I have cultivated this hobby when I was appointed as the Head of Trade Department of more than a decade ago.  At that time I was living in a secluded government quarter in Plunkett¡¦s Road.  I was able to see different species of birds flying around in my area.  My kick off of watching birds was sparked by the diverse birds¡¦ statue, manner, form and colouration which aroused my curiosity to the nature.  Mr. Martin Rowland, my ex-colleague and mentor in bird watching, was retired in 1986.  He has been returning to Hong Kong since his retirement just for the purpose of watching birds.  Hong Kong is a tiny place yet it hosts more than 5% of the world¡¦s species.  Birds migrate to Hong Kong every year for its diverse habitats and Mai Po has famed as a bird¡¦s paradise.  I had visited Mai Po twice after I have been appointed as the Chief Executive in Hong Kong.

So what¡¦s the fun of watching birds? Hong Kong people have been pressurized by the bustling and hustling of city life and used to have fun with lots of people.  I would suggest people to take some time venturing into the woods to watch birds.   Peeping through the binoculars you may have able to discover the fun of being a nature watcher.  You may probably find the different postures of birds enjoying themselves in the natural environment peacefully which soothed your mood. Personally I would prefer to watch the resident birds and amongst all, the Red-Whiskered Bulbul is my favourite.  With its upright black crest and red cheek patch on its face and vent, I find this bird is extremely comical.  The oriental robin magpie, which is a well-known species in Hong Kong is another one I would love to see.  We would be able to ascertain their genders by merely looking at their feathers of which the male has a much darker colour than the female which has grey pattern.  What is distinctive is that they utter different songs in the dusk and dawn.

I am a quick-tempered person and bird watching has given me a harmonizing exercise.  No matter your ranking, you have to observe and follow the rhythm of the nature.  In order to get a closer interaction with the nature, what you can do is simply to wait but nothing else.  Even if you discovered a bird was soaring high or taking a rest you cannot speak loudly but to signify your discovery by a gesture or an eye contact with your friends.  That¡¦s what we can do.  Bird watching is an activity suits for everybody without incurring much money.  Through bird watching you would be able to learn the necessary qualities of being a leader: restraint, patience and concentration.  By watching the koi or birds or more specifically enjoying the harmony of nature, you would be able to ease your mind from the stresses of life and have the soothing effect on your mood.

Bird watching can put oneself in a state of balance with the nature.  I sincerely hope that the threat of bird flu has passed and wait for the return of harmony between the nature and human.  No matter what I would be able to venture a trip to Mai Po very soon.

Hong Kong Leader Promotes Bird Watching
By THE ASSOCIATED PRESS

Filed at 6:37 a.m. ET

HONG KONG (AP) -- Hong Kong's leader is urging residents to take up bird watching, suggesting it can teach patience and help people achieve peace of mind.

''From watching birds you can learn restraint, endurance and focus -- these are qualities a leader must have,'' Tsang said in an address Saturday on government-owned radio RTHK.

''Whether it's watching birds or watching fish, observing their relaxed state, focusing on discovering the joys of nature, one can put down one's pressures unconsciously and reach a peaceful state,'' he said.

Tsang, who says he has been a birder for more than a decade, noted Hong Kong, despite its small size, is a prime location for bird watching, with one-twentieth of the world's known species seen here.

He said he has been to Hong Kong's famed Mai Po bird reserve twice since becoming leader last year.

''No matter how powerful you are, you can't ask the birds to come out so that you can admire them. All we can do if wait with our binoculars, wait quietly,'' Tsang said.

Encouraging locals to take up his hobby, he said, ''Hong Kongers lead a hectic working life ... everyone can try to find a time amid their noisy lives and watch the birds in the woods through binoculars quietly.''

''I'm an impatient person. Bird watching provides a suitable balance. If we want to get close to nature, we have to operate according to the rhythm of nature,'' he added.

Referring to the recent bird flu outbreaks in Asia, Tsang said, ''I hope the threat of bird flu ends quickly and man and nature return to harmony. But no matter what, I will go bird watching at Mai Po again soon.''
