Title: New Floating Bird-watching Hide at Mai Po 米埔泥灘新觀鳥屋
Post by Bena on Mar 30th, 2006, 6:18pm
Dear HKBWS Members,

An Extension to the Existing Boardwalk and New Floating Mudflat Bird-watching Hide at Mai Po Nature Reserve for Education and Conservation Purposes

On 28th March 2006, WWF Hong Kong submitted a Project Profile to the Environmental Protection Department (EPD) for permission to directly apply for an environmental permit in relation to the above captioned project. The Project Profile is now available for public inspection at four different Environmental Resource Centres in Hong Kong and the Yuen Long District Lands Office until 11th April. Alternatively, the Project Profile is posted on the EPD website for download (Code DIR - 139/2006):

English version : http://www.epd.gov.hk/eia/english/register/prjpro/all_2006.html
Chinese version : http://www.epd.gov.hk/eia/tc_chi/register/prjpro/all_2006.html

Please note the inclusion of a HKBWS supporting letter in Appendix 4 of the Project Proposal. WWF HK is highly appreciative of this and would like to thank the Society for their continued support of our work at Mai Po Nature Reserve. We hope you agree that the boardwalk and new bird-watching hide are much needed facilities to improve education, research and bird-watching opportunities in Deep Bay. If you would like to give your support for the project, then please complete a public comment form:

English version : http://www.epd.gov.hk/eia/english/forms/index3.html
Chinese version : http://www.epd.gov.hk/eia/tc_chi/forms/index3.html

If any member would like further information or clarification upon any aspect of the Project Profile please contact Mr. Bena Smith, Reserve Officer (2471 6306 <bsmith@wwf.org.hk>).

Dear HKBWS Members,

UPDATE

On 9th May 2006, WWF HK formally received a favourable decision from the Environmental Protection Board (EPD) and now has permission to directly apply for an Environmental Permit. Thank you to the two persons who wrote to EPD to provide their support.

After receiving this good news, WWF was asked by the Town and Planning Board to apply for Section 16 planning permission for the boardwalk. We expect a decision to be announced before the end of July 2006.

If planning permission is received, then WWF will apply to the Districts Lands Office (Yuen Long) for their permission to build the boardwalk and floating hide. This will require an amendment or extension to the current land license and will take at least 3 months to complete.

Unfortunately this means all of the necessary legal permits and licenses required for the project would not be obtained until late October 2006. According to the Environmental Permit conditions all construction work must be finished by the end of October (to avoid disturbance to wintering birds) and WWF requires at least 8 weeks to build the boardwalk and hide. Therefore, despite a lot of hard work to ensure the facilities would be ready for November, it is with regret I inform you the project is now rescheduled for 2007 i.e. official opening will now be at the end of October 2007.

Bena Smith
WWF Reserve Officer
