I think this is a Racing Pigeon, probably from Taiwan.
I had several arriving on Po Toi in my time there.
Some details appear to be - CHN 2018-71 0045561 - not sure what these details mean but you can contact the Taiwan Racing Pigeon Society and report the details to them, they may tell you more about the bird and where it came from.
