Looks like a great scaup (female).  She has a rounded head without a "tuft," yellow iris, and the white oval patch at bill base.

It's also a Tufted Duck in my opinion - head is not rounded like that of a Greater Scaup - it does have a 'tuft', and the bill is the wrong shape for that species. It's the same shape as the Tufteds in the shot and the eye colour is the same too. Female Tufted often showed quite extensive white around the bill.
