This is not a Besra, or indeed any kind of accipiter, but a Buzzard.

Looks a bit odd to me for Common/Eastern Buzzard, and white on upperwing, amongst other things suggests it could be Upland, but I have no real field experience of that species.

I haven't checked but assume 甘肅 is Gansu (province).

Why not Long-legged Buzzard? I just want to know the reason of it.I am a new birder from Guangzhou.

I think this is Upland Buzzard ( 大鵟)

1.翼窗明顯
2. 背部尾羽色淡,靠近基部更淡
3. 腳披有毛
