Are you sure they are burning the tree or just the litter, if that's a tree, of course you can call police. The tel. no. of Sai Kung Police Station is 27928600.

Open burning on farmlands is legal, according to the relevant Env Protection Ordinances in HK. Controlled burning is a process to increase nutrient level of the soil. However, I guess the farmers just want to clear grasses through burning. Cutting down trees in private areas is also legal in most situation If you want to make a complaint to the govt, pls make down the area, describle what was happening (best with photos). Send the letter to Lands Department (address can be found on govt website), and copy the letter to EPD. Lands Dept may give a warning to the landowner if the subjected area is close to govt land.
