自然保育政策出台 Conservation Policy

Wenweipo presents a preview of the Conservation Policy that will soon (probably today) be announced by the Government. The Ramsar Site around Mai Po will be named as the most valuable conservation area among 12 ecological hot spots. $5 million will be allocated to a pilot scheme for Public Private Partnership (PPP), under which NGOs may implement conservation programmes at two selected sites according to a Management Agreement with the land owners.

【本報訊】（記者 羅敬文）本報獲得的消息透露，政府最快將於今日公佈自然 保育政策，涉及12個經當局評估後最具保育價值的地區，當中以米埔拉姆薩爾濕地 位列榜首，成為最具生態價值的地點。環境運輸及工務局已從環境及自然保育基金 委員會申請首批500萬元撥款，推行生態保育管理試驗計劃，讓民間團體從中挑選2 處地點，與土地擁有人簽訂管理協議。
生態多樣化：米埔點只雀鳥咁簡單
建消閒中心恐毀深涌生態
收地需二百億 港府已排除

米埔：候鳥天堂
后海灣濕地：雀鳥天堂，估計約有逾10萬隻雀鳥
塱原及河上鄉：本港最大片的淡水濕地
沙螺洞及屏山村：千種蜻蜓特有品種的天堂
鹿頸：鷺鳥保護區
鳳圍：全港逾2/3品種蝴蝶的棲身之所
榕樹澳：紅樹林生境地
烏蛟騰：擁有逾10種稀有品種樹木，大量無脊髓動物在此棲身
大蠔：擁有全港最齊全淡水魚品種
深涌：鹹水魚生境地，包括全球稀有的香港鬥魚
梅子林：溪澗河水全年不斷，營造理想河溪生態
嶂上：雀鳥、蝴蝶及各種野生動物良多

Today's news reports on the New Conservation Policy, including opinions from green groups, indigenous residents and representatives of land owners. Concerns were raised that the scheme may open ecological hot spots to developers.

【 明 報 專 訊 】 政 府 公 布 新 的 自 然 保 育 政 策 ， 選 取 12 幅 最 具 保 育 價 值 的 地 點 ， 透 過 管 理 協 議 及 公 私 營 合 作 模 式 ， 進 行 自 然 保 育 試 點 ， 既 讓 地 主 在 生 態 敏 感 度 較 低 的 地 方 進 行 發 展 ， 但 他 們 亦 須 負 起 整 幅 土 地 的 長 期 保 育 工 作 ， 以 達 至 環 保 及 發 展 雙 贏 ， 但 政 策 管 不 到 沒 有 法 定 規 劃 圖 則 土 地 的 發 展 ， 而 這 等 土 地 佔 12 幅 優 先 保 育 地 約 一 半 。

Heung Yee Kuk protested strongly against the Government's New Conservation Policy, complaining that the scheme has frozen up 900 hectares of land so that landowners in the New Territories would suffer financial loss of over $10 billion. They ask Sarah Liao to explain before the Kuk or they would complain to the Chief Executive.

【本報訊】（記者 梁祖蓮）鄉議局眾執行委員昨日在會上炮轟政府日前公布的「 新自然保育政策」。主席劉皇發批評政府不可為公眾利益而罔顧私人利益，直指這 是凍結新界人荷包內的100億元。鄉議局決定去信環境運輸及工務局局長廖秀冬， 強 烈要求廖局長在12月初到鄉議局，向委員解釋保育政策的詳情，否則「鄉事六子」 將會在12月2日會見董建華時反映有關問題及表達不滿。

如果 這個 不算諮詢，不知道甚麼才算呢？
Mingpao: "Heung Yee Kuk complained yesterday that there had been no consultation regarding the Conservation Policy. This had seriously harmed the interests of NT residents."
If this is not consultation, what is?
2003年7月17日政府的新聞公報：
「環境運輸及工務局局長廖秀冬博士今日（ 七月十七日） 宣佈政府就自然保育政策檢討展開一項為期三個月的公眾諮詢。」
17/7/03 Government Press Release:
"The Secretary for the Environment, Transport and Works, Dr. Sarah Liao, announced today (July 17, 2003) the launching of a three-month public consultation exercise on the review of the nature conservation policy."
