Thanks for the identification. But the bird I saw has short tail and the bird is rather fat.
It doesn't look like a wagtail.

It just lost its tail (likely due to moulting) but every other features point to Grey Wagtail.

I agree with Mike and Beetle, this is a Grey Wagtail which has lost it's tail.

A moulting bird wouldn't lose the whole tail in this way, but would moult the tail one feather at a time. It is more likely that this bird has survived an attack by a cat or a raptor which caught the tail only.
