I don't think there is a Slaty-backed Gull in this photo. Just heuglini with one mongolicus: the paler-mantled, smaller-eyed bird facing the camera.

The adult-type bird, with the heavy streaking on its head and neck, is not a Heuglin's Gull but a winter-plumaged Vega Gull.

I don't think Heuglin's would show such head pattern. The pinkish legs supports Vega as well.
