This looks like a juvenile Bonelli's Eagle. Note the plain tawny body and underwing coverts and dark line on the lower coverts.
Common Buzzard would show, among other things, an obvious dark patch on the carpal (wrist joint).

Really looks totally like juvenile Bonelli's Eagle to me, probably because it IS one.

One reference would be p140 of Mark Brazil's new Birds of East Asia, or p 68 of Viney et al Birds of HK and South China.
