Looks like juvenile White Wagtail.  Would you mind tell us the date and site of this photo?  That could help the ID.

This is indeed a juvenile White Wagtail; note the dark spot on the centre of the breast which is an easy way to eliminate other wagtails.

Thanks Dr. Cheung & Paul.

The photo was taken at Long Valley on 2009-04-26. I am confused by its 'C shape' behind ear converts.
