Urgent! Can anyone help?

Today afternoon 13/02/2016
An injured Heuglin's Gull
Mai Po Board Walk
Can swim, walk but can not fly due to left wing broken,
I think it will going to die if no food feed him/her for few days later!
I have no idea how to do, can anyone help?
