I hope that this is only an interim arrangement during the hot summer period and that things will go back to normal when the next birding season comes.
During this off peak season for migratory waders, there may only be a few birders going to the boardwalk on a single day.  If the gate is locked back immediately after a birder has gone out, and the birder is the last one staying on the boardwalk and then his mobile phone runs out of battery, how can he contact the Police to open the gate for his return?  By jumping and waving his hands in front of the CCTV camera?

First of all, this is good news!
Secondly, I doubt if anyone should contact the Police to open the gate for entry to the boardwalk during the period of 18:00 to 05:59, as the Closed Area Permit for access to the Lok Ma Chau Closed Area has stated a valid time limit of the permit, which is 06:00 to 18:00 (for my own permit and I believe it is the same for others').  When it is outside this time limit, the permit is not valid.
