I have similar problem. My permit will be expired on 7/1. I faxed my application with WWF membership card and HKBWS membership card to AFCD. The officer replied that I should submit my application in Jan. And, she also reminded me to provide a HKBWS members card with day of expired information. If HKBWS will start the renew procedure at the mid of Dec. and takes about a month to finish the job. Then I cannot enter Mei Po for almost a month.....
