If you are at Shatin KCR station, get to the podium bus terminal, take Bus 85K which heads for Heng On and alight midway at Chevalier Garden. Ask the people there and they are very willing to tell you how to get to Mui Tze Lam.
If you are at University KCR station, you can go to Chevalier Garden as well by taking Bus 289K.
The road from Chevalier Garden to Mui Tze Lam is called Mui Tze Lam Road. To reach the upper end of the road, you need to hike about 20-25 minutes. A pretty safe route for most of the time for you can intermittently see people hiking up and down the road.
