Playing devil's advocate here: Have the terns actually failed this year, or are they leaving the island because they have finished breeding?
There are photos elsewhere showing juvenile black-naped terns showing that at least some were successful.

Of course, disturbance of the breeding terns is wrong and should be discouraged. The photos of people handling the eggs are particularly shocking, and there should be more enforcement to stop this.
