"果個人" 都話, 佢無玩緊 警方話等下次玩緊先做到野
同埋, 果個電話係講俾赤立角警署, 唔係元朗, 攪得黎都天黑走左了
仲有既係, 佢咁既高度距離, 未必影響到機場, 要攪清用乜理由捉佢同佢有無牌
所以最多都係叫佢唔好係果度玩
FINAL 既係, 警方意思, 呢 D 野好似唔關機場事 (就咁睇係距離遠同高度無影響航班), 所以經機場搵佢地, 佢地有 D 奇怪

在香港玩無動力的滑翔傘 (paragliding) 都要入會（香港滑翔傘協會）同領牌，外國人重要買第三者保險，而那位來歷不明 的獨行俠玩動力飛行傘 (powered parachute) 就乜都唔使？
摘自香港滑翔傘協會網頁：
The Hong Kong Paragliding Association (HKPA) is the governing body of all paragliding activities in Hong Kong, licenced to undertake paragliding activities at selected sites and responsible towards government, police civil aviation department and site owners for regulating paragliding activities.
Anyone undertaking paragliding activities within the territory of the Hong Kong Special Administrative Region is required to possess a HKPA pilot license or an overseas pilot license that the HKPA can recognize. Residents of Hong Kong who habitually fly in Hong Kong must belong to the HKPA. Visitors from foreign locations are required to contact an HKPA official before undertaking any paragliding activity. Especially important -it's a legal requirement- is that visiting pilots possess 3rd party insurance coverage valid in Hong Kong. HKPA can arrange temporary insurance coverage for visiting pilots who require.

I tried to read the quoted reference but it is not about parachuting. It only mentions balloons, kites and model (toy) planes. Probably we need to search for the right regulations and laws to identify the right authority for effective reporting.
Of course I will join force to stop the "intrusion". I saw it on Jan 1 just before I was going to leave TBT and did not notice its effect.

佢地會再找警方處理.

I further checked the site guide of the HKPA and confirmed that their recommended sites do not include TBT and in fact western NT.

I suggest an email directly to the Director General of Civil Avaition, asking him to clarify the situation include with it any wide shot photos showing the location and the powered machine.

according to the information from my friend who always work with Aviation dept who got the following understanding from Chek Lap Kok Aviation Control:
1, Confirmed that there is NO application about any flying transport activities in Nam Sang Wai or Tsim Bei Tsui that day.
2, For Nam Sang Wai and Tsim BEi Tsui both are not under those approved parachute activities area.
3, Any kind of Flying transport should have proper communication equipment contact with Aviation Dept to provent any conflict to HK air transport.
4. For sure any kind of machinery transport must have approved license from transportation dept. Even you put a small motor on your bicycle you break the HK rules.
Thus, that guy is 100% break the rules. We need to explain to those Mr. Policeman about that next time and don't let them make any excuse not to take action.

I think we have got enough info. to write to the government and demand a clarification. I will draft something over the weekend and ask everyone to fill in some blanks (witnesses, time, details, etc.). The letter will be emailed to the officials suggested by Bob. Their reply will be posted here.
I think this section (Conservation) is the right place for this topic, and we have drawn some useful discussion already.

有關有人在南生圍玩動力飛行傘的一些問題
我們是一群攝影愛好者，時常在南生圍拍攝雀鳥。2006年1月1日及2日兩天，南生 圍都有人玩動力飛行傘（Powered Parachute，見附圖），此舉除了會干擾在當地活動的雀鳥之外，還可能會影響飛 行航道，如果發生意外，更可能會危及周圍的人，實在頗為危險！
1月1日早上我們曾致電向??警署報告，但是警員來到之後只問了一些問題，並沒有 拘捕玩飛行傘的人。我們相信那人的行為並不合法，但是警方卻似乎不以為然，沒 有採取行動，故有以下問題請教：
1. 我們知道，如果要在香港玩沒有動力的滑翔傘（Paragliding），需要加入香港滑翔傘協會，並且要取得所需的牌照才可以進行。我們認為動力飛行傘應該符合民航條例中對「航空器」的定義，因此應該有適當的法例監管，請問：
a. 如果要在香港玩動力飛行傘，在法律上有沒有和滑翔傘類似的要求（如領牌和 入會）？
b. 動力飛行傘活動有沒有地域限制？
c. 南生圍是否在動力飛行傘飛行禁制區範圍之內？
2. 2006年1月1日警員到場時那人已降落，因此警員看不到他在空中飛行，而那人 又否認曾經這樣做。雖然當時有多人（xxx，xxx，xxx）在場目擊整件事的經過，� 疇B拍攝了那人在空中飛行的照片，但是警員並沒有進一步行動。請問：
a. 當日那人在南生圍玩動力飛行傘的行為是否合法？
b. 若否，請問觸犯了甚麼法律？
c. 隨信附上的照片是否可以作為證據起訴那人？
d. 如果證人和照片俱在，警員是否應該執法拘捕那人？
3. 如果日後我們在南生圍再見到有人玩動力飛行傘，請問：
a. 應該怎樣做？
b. 應該通知哪一個部門處理？可否提供電話號碼？
c. 由於到達現場需要相當時間，而且據說拍到照片也沒有用，請問怎樣才能夠將 那人繩之於法，防止類似事情發生？
我們時常在南生圍活動，如果有人在那裡玩動力飛行傘，除了干擾雀鳥和我們的拍 攝活動之外，更重要的是可能會危及我們的安全，因此希望能夠早日收到回覆，
